Could I use this on a flagpole to stop the pulley from clanging against the pole?

Hi, I'm sure it would work. There were three sheets of think rubber, I cut custom gaskets out of them. You would probably have to epoxy the rubber to your pole.

Can I use it to level heavy home gym that I will place on carpeted floor?

Yes, very good for leveling. If the equipment is too heavy and it has a lot of movement you may want to try the 1/8 or the 1/4 thickness instead.

Could this be used to apply to the bottom of a porcelain coffee cup?

As long as you can glue it to the bottom of the cup it should work. Sheets cut easy. I was able to hand cut several complicated gaskets with the product and they are holding up just fine.
