A foam cut-out.
It's made of a foamy cardboard with the feathers drawn on rather than individual feathers. It's a lot smaller than in the picture with the man wearing them. They're nice, but in no way could they pass for real feathers. Also, mine came folded up quite small, so there are creases in the wrong places.
