I would say that these may gap at the waist. I recommend sizing down if her hips/butt would fit in one. I am 5'4 135 pounds and they fit perfectly, no gaps but also not extremely tight. I hope this helps.

I think it just depends on how your weight is distributed and how you want them to fit. I’m 5’4 and 150lbs. I have a lot of weight in my stomach, hips and butt. I ordered a medium and they fit comfortably-not too tight and not too loose. They are short on me, however.
