Yes it can be used. Lip balms if are oil n butter n wax no need to add preservative. Use this in the formula with water. Most of preservatives are water soluble. .

Q: Can this be used in the making of lip balms?

Yes u can use it... But if lipbalm only contains oil butters n waxes no need just add vitamin E... Add this only making water containiny cosmetics
