Q: Dose it restart chargeing after a cloud passes?

After the cloud passes you should unplug a sec. then replug it in to reset it so you get full charge. Another way is to use it with a power bank and charge off the power bank. Easy Access make a compatable power bank that can stay plugged in with no energy drop.

Q: How long will it take to charge a phone from 0% battery to 100% ?

That depends on a number of factors 1. The phone and the draw load on the battery during charging, along with the capacity of the phone battery 2. Solar output to the charger - is it in direct sunlight at 90 degrees orientation to the sun? That will put out more power than a cloudy day at a steep angle. 3. The total amount of draw on the system, are you only charging one thing or a few things at once. What I can say for sure is this is a compact solar panel that puts out decent power. For instance, in July in upstate NY under full sun I can charge a 20,000 mAmp battery pack about 50 percent in 3 to 3.5 hours. That would be the equivalent of about 2.5 full charges on a standard phone (assuming 2400 mAmp battery, and normal losses during transfer). When camping we keep two 20,000 mAmp battery packs topped off with this little panel by setting it out in the direct sunlight, and we recharge our other small items.

Q: Are these rigid or flexible panels?

The case shuts via the non panel seems, but the panels themselves are rigid and would break if you tried to fold the panels.
