Is this active or passive PoE?

The splitter is active. It is a standard POE+ splitter capable of delivering 5 volts @ 4 Amps over CAT 6 Ethernet. I using about 25 of the splitters for over a year to power Intel Compute Sticks for digital signage .

Will this have enough power to power the hdmi ports for monitors?

Well, it has enough to power one for sure. I expect it would have enough to power dual monitors as well. A standard pi usb-c power supply puts out 3.0A. This puts out 2.4A.

Is this true gigabit or 10/100?
