Does it come with a scoop?

Yes. Everything I have purchased from them so far (quite a lot over the years) has had an appropriately sized scoop. Note that for some supplements dosing needs to be pretty precise and a scale is recommended.

I'm a little confused by the label. serving size is 600mg. amount per serving is 300mg. that doesn't seem to add up. is it 600 or is it 300?

Both, it has other ingredients in the mix. 600mg is the total serving, with 300mg of said serving coming from alpha GPC.

Why is toxic garbage (maltodextrin) added to this, and why are the amounts not listed???

It is 50/50. See my other reply about why you should have no concern about this. Oh, and I PROMISE you that you regularly consume FAR WORSE things every day than a few hundred milligrams of maltodextrin.
