Would these fit 3.5" posts?

They might will be a little too big. However I got around it by placing some baton either side and then tightening the device to the post that way. You have effectively made the post a little wider and it should then fit. Works well and takes a reasonable weight.

Would this fix a broken fence post?

Depends how badly damaged the post was and were the damage was.i suppose it could hold the post together if fitted in the right spot.

Will they Secure plastic panels

Sorry I don't know. Mine are just normal run of the mill purchases panels wood.
