I dont understand your question exactly, but it you're looking to cut it then it would be quite easy.

Q: Does it have holes to allow for elastic to be tied on?

Mine cames with the elastic on it.

Q: Is the white version semi-translucent? Meaning if I were to put lights behind it, would the light partially shine through?

It would only shine through holes it is thin but not really see through. Also me and friends ordered these and they all came cracked

It was bought to wear plain. But it does have the texture to paint. It is strong enough, but yet light enough to keep where it needs to be.
