If the box refers to "individually wrapped cartons," then no -- each bag is not individually wrapped. Those boxes contain bundled packages of multiple bags.

are these teabags individually wrapped?

From what I've seen, if the teabags are individually wrapped, the box will say so (e.g., the smaller boxes). Recently the 100-teabags box has a cut-out showing gold foil below. Those are NOT individually wrapped. Instead there are four foil-wrapped inserts with 25 bare-nekkid bags each, and there's no way to reseal the little packets once opened. I do admit the tags are better on these -- they are stiffer card, not paper like the individual ones are.
