can you use in the toaster oven?

Hi Debra,The USA Pan Quarter Sheet Pan has outside dimensions of 13 x 9.5 x 1 inches. The Quarter Sheet Pan was designed for use in a number of modern toaster ovens (including Breville Smart Ovens) . I recommend that you check the dimensions of your toaster oven to make sure this will fit inside it.

Will an 8 x 12 cooling/roasting rack fit properly and securely inside the quarter sheet pan ?

It will fit, but there may be some slight movement of the rack in the pan. I would recommend putting foil over the pan, laying the rack over the foil and then lightly crimping the foil around the edge of pan. The foil may stabilize the rack a bit and you will have easy clean up if you are planning to roast something in the oven.
