This is not a jacket for all weather BUT it is a lightweight jacket that identifies you as a CERT member.

The proportions of the jacket for 2X are a bit odd. It's more than wide enough, but apparently the designer has no clue that some people are tall. The material is also more like a windbreaker than a jacket.
