Can i use a portable usb charger as a power source for these? if so, any specifications i need to look for?

When it says 2 amps at 5 volts, that is what it means. I had one of these smoke a 1 amp USB wall wart, and heed the warnings about plugging it into your computer. Great lights, but they need a good power supply.

Do the lights remember their settings after unplugging them and replugging them in?

They not only lose their brightness settings but also their on/off setting. So in other words, unfortunately, if you want to use them on an outlet with a switch, they will stay off even if you turn the switch on for the outlet. You will need to manually turn them on from the controller on the plug every time.

How long is the USB cords?

Each cord on my Neewer 2 Pack Dimmable USB LED Light with tripod measures 76 inches from the bottom of the LED Panel to the USB connector. The on/off dimmable control switch is midway along the cord. Keep in mind that you will need to route your cord so that it does not cause the LED Panel and stand to tip over. The LED Panel and stand are lightweight and can tip over easily. I recommend running the cord straight down the stand. Some cable management is useful. The stands that I received measure approximately 39 inches from the floor to the bottom of the LED Panel. The outside dimensions of the LED panel is approximately 3.75 x 5.5 inches.
