what are the two small boxes for?

They are crossovers. They separate the audio signals and only allow the high end tones to pass through. Thus, a crisper high end sound from the tweeters. If you do the install and leave these out you are defeating the purpose

What is the true rms handling continuous. it is a required rating as defined by consumer protections enacted in the late 1960s so lets have it. truth

I'm not sure but given the stated specs of 250w peak per pair, I would reckon that the true rms is about half or approx. 175w. Perhaps you can ask email support at Boss Audio Systems for more details.

yes, 2 tweeters and xovers included. Don't buy these. Spend a few dollars more on a better pair. Only one of mine worked, and it sounded horrible.
