do these have to be wired in or can they plug into a regular power outlet?

The led panel comes in two parts, the panel itself and the power supply unit. On one side of the unit their is a cable with a fitting that plugs into the panel and on the other side of the unit is a cable that has bare ends so it can be wired into anything - a 13 amp plug would present no problem providing a suitable fuse such as a 3amp or a 5amp is used.

can these run off 12 volts system

Each one has a transformer but I’m not sure of the voltage

Others have mentioned flicker when used on video calls. Can anyone confirm please?

In my review dated 5th July (two stars) I wrote 'Bought this to provide some diffuse lighting when making video calls. Unit is very bright, the colour temperature is high so lighting is very white and provided the correct amount of light. BUT when using it on a video call for the first time I noticed that my camera image had interference lines running through it that I had not experienced before. The other people on the same link could see this interference too. LEDs require a DC supply and I suspected that the power supply to the light was not properly smoothed. So it proved. Superimposed on the 40 volt DC output is a 100Hz AC component about 4 volts peak to peak which means that the DC voltage varies between 38 volts ad 42 volts. This means that the brightness of the light varies very slightly 100 times per second, although this cannot be seen by the naked eye. The image on a computer screen is refreshed usually about 60 times per second (although this can vary) and so this detects the variation in the light output, causing interference because the rates of change are not the same and and or not synchronised. Alternatively, the image scan rate on the built in camera on my monitor is interfering with the light. I dramatically improved the smoothing on the power supply (and the camera image) by connecting a high value capacitor across the output, but the truth is that the power supply supplied with the lighting panel is cheap and nasty, If you were planning on using the unit in a similar situation, think again.' If you are tech savvy and want to add the parallel capacitor, I used a 10,000 microfarad unit.
