Q: is this truly 32 ounces of microballoons or is it just a quart container ? since they are considerably lighter than water the difference is important.

It is 32 ounces by volume. It weighs 210 grams which equates to 7.4 oz. I measured my unopened container.

Q: wondering if mixing this into paint would give it antirust properties..similar to PoR15 or chasis saver that infuses aluminum in its paint

No, this is just micro balloons (tiny air filled glass balls) used in composites as a filler and wouldn't change the rust prevention qualities of paint.

I've been using the product and selling it for a long time and I have not idea of the size. I looked this up in their chemical makeup sheet and it doesn't specify the size. Maybe this will help:0-20% microballoons (by volume) will sink 25-30%,microballoons makes it neutrally bouyant - suspend 50%-100% microballoons makes it float
