If I take apart a 6pin cable, and use one yellow and one black cable, could I power 13 fans (each fan is 1.8w) or what would be the recommended amount

Mathematically, staying at a conservative 5a of current on a single 12v circuit of 18awg wire, each fan at 1.8w is around 150ma, with 5 amps, or 5000ma available current, you could power 33 of these.

Can the fan speed be varied by controlling the dc voltage, and if yes, without damaging the motor? (no i am not interested in the pwm version)

Yes you can control the SPEED by changing the voltage (use 3 pin not 4)

There's no arrow telling which direction the fan is blowing? I might have to return them for a refund. Lame.

The fan blows towards the side of the fan motor supports. So look at the video. See the plastic pieces holding the fan motor? The air is blowing out this side. It is pulled from the side of the fan with no motor supports, where you just see the fan blades.
