Q: What are the dimensions for the junior size?

I’m not sure what the junior size is, as I purchased the adult size...it says the Jr. size is recommended for a child under twelve, so if you’re close on the age or have a child that’s big for their age, I’d prob go with the adult. I’m 5’8 and 178 lbs and it works well for me.

Q: Does it come with a strap to secure the ankles.

No, you hold it in place either between your lower thighs or just below the knees by keeping your legs together. The curvature makes it easy to hold between the legs, so that one float is on top and one is underwater while you are swimming freestyle or backstroke. This allows your legs to stay buoyant and is a great shoulder workout, as you don’t use your legs to kick while you are swimming.

Q: what color(s) is it? Description says blue/white but pictures are yellow/black

Our current for some years color way has been black and yellow. Please check with the specific vendor when purchasing to verify what stock they have on hand.
