Q: If I didn't mind getting a hacksaw out, could I adjust these lower than 23cm? Want to get around 15cm

I recon you could get down low if you cut both legs. Lookng at the holes on the top and bottom you should be able to get close the 15cm. if you can mount with the back overhanging you will not even need to cut.

Q: Will this stand work for CDJ 850 ?

I would not recommend this stand for the CDJ 850 as the minimum width would not offer a secure base for the CDJ 850 without using a platform to bridge the supporting arms.

Q: What maximum height can these adjust to?

On their highest setting, the back (highest) part is 378mm, the front (lower) part is 309mm. For reference, the lowest I can get it to is 247mm at the back and 177mm at the front.
