Q: will this stablizer work on a Werner articulating ladder?

I believe you are talking about the Werner MT. According to the website. No it is not supported. http://www.wernerco.com/us/en/view/Products/Climbing%20Equipment/Accessories/AC78/AC78However... Here is an interesting thread on what happens if you use the more robust AC-78 https://windowcleaner.com/community/t/standoff-for-werner-mt-22-ladder/13634/17When it is all said and done, you must decide what gives you the best safety first and convenience second.

Q: Will this work on a telescoping ladder (for example, xtend and climb ladder)?

An important clarification... It only fits on my extension ladder (Xtend and Climb) on the very top pair of rungs. This is because the upper mounting bracket is 12.5" wide and on on my ladder all rungs below the top one have the buttons to collapse that section and the stabilizer's upper mount won't fit those rungs because of those buttons. This is a problem for me as to use my ladder with my roof I need the stabilizer to mount a few rungs down and it will not.

Q: Is the stabilizer adjustable to 30 “ ?

No. I just measured on mine and its 48" wide when locked in place. It has no other holes fir locking except at that width. I suppose you could drill another set if locking holes, but eve then the smallest you can make it is about 36".
