How loud are the 200mm front fans?

Because 200mm fans don't have to spin very fast in order to move a lot of air they're actually pretty quiet. I don't believe the RPM on them can get very high either so even at full speed they'd still be pretty quiet compared to a smaller fan that has to spin at a much higher RPM to get the same amount of airflow.

Is there place for a top fan??

You can put 2 200mm fans but if they are noctua 200mm’s then you are out of luck, the thickness of the fan as to be under 29 mm in order to fit. But do maximum affect I would go for 3 120 mm fans (as long as they aren’t dummy thick)

can you turn the fan lights off?

If the aRGB header is plugged into the motherboard, you can control the lights via software. If you use the included aRGB controller instead, you can hold down the button on the controller itself to turn off the lights, or you can plug the reset switch header into the controller to operate the aRGB with the reset button. Then hold down the reset button to turn off the lights or click to change the light config.
