What are the ingredients?

Ingredients are NOT LISTED ON BOTTLE. I've used it for years and it has never failed to fix minor issues. It not only cleans DVD surfaces, but also treats minor scratches caused by careless handlers.

My bottle had the wrong instructions included. What's the proper way to use this kit?

The directions for usage should be printed on the bottle. Mainly blow off any lose dust. Spray small amount on one side of cloth. Wipe the disc in a straight line from center of disc to the edge of disc. Rotate disc each time with straight line wipe. Next use the dry portion of cloth. Allow disc to completely dry before playing it. I also use it to clean my sun glasses.

Is this safe for Blu-ray discs (HD and 4k)?

Don't know. Try on a rental. It works well for cleaning and making minor disc scratches readable. For deep disc scratches, we use the controller function "Skip to next scene" and then function "Reverse Play" to go back to "just after trouble spot" if needed. Some scratches are so deep, one wonders if the disc was used as a Frisbee!
