If i preorder, will my card be charged right away? Or will it be charged when the item ships?

My experience is amazon will either charge up to a week in advance to 2 days prior to release date

Yes this is indeed the hard copy :)!

will this come with the dlc or is this no longer a project?

Only scheduled dlc for it is the sub zero one

When is the game's release date?

I just received mine so I should’ve been released about a week or two ago
