Does this or the telephoto lens affect the iPhone 8’s native f-stop?

In general, you will lose between 1 and 2 stops when attaching a lens to the native iPhone's sensor.

You do need to get the Moment Case for the Pixel 2XL to use any of their lenses. I have used the Wide Angle lens the most with my 2XL. That phone with this lens = stunning photos!
