Does it open completely like a binder, where the front and back covers can lay flat?

No, the front and back won't lay flat because of the individual pockets are connected to the covers.

This for the seller of this product. Why aren't the colored tabs included? They are listed in the product description!

What about dampness for paper documents?

I bought this for my daughter to have a place to store her important documents. We live in the Midwest and it is very humid here, however, we keep our home at a relatively standard temperature. Documents have not become damp in any way. We have, of course, not "tested" the folder against its claims to be fire or water resistant. It has a zipper and I would think that would be a weakness that would allow moisture in should the folder become submerged or saturated with a significant amount of water, but cannot say for sure without testing it. For the price, it it a decent, inexpensive way to keep important documents in one place.
