Can you purchase spare adhesive strips without the plastic hook?

I don’t know, as I shan’t be trying to buy replacements. I live in an 18th century property which makes putting up picture hooks very difficult and this is why I tried Command picture hooks. Every picture has fallen off the wall! A n expensive mistake on my part.

Whatsthe maximum weight they are likely to hold?

It says 2kg. Mine has held a big canvas on it with no problem.

Can I hang framed pictures up with these please?

I can only tell you that I hung a framed print and all seemed well but after a couple of hours the hook gave way and the whole lot slid off the wall. I suspect the hook could be more effective on a bare wall - I affixed it onto slightly ridged wallpaper and that possibly lessened its adhesive qualities.
