Q: Is this the same kind of light used for circadian rhythm concerns? (morning depression and or being a "night owl").

Q: Can this be used with a timer for a dawn simulator?

I'm uncertain. I wouldn't believe that it would because it uses a fluorescent bulb. Floressant bulbs don't always work so well with dawn simulators because they don't work very well with dimmer switches. They need a certain amount of voltage to cause the ballast to light. For a dawn simulator, I use the SunRise Controller and I'm really happy with it. I have them both.
