Tough - but then it's stainless
I bought a set so I could use one to fix a new handle to a favourite spade. Stainless is good because it is super strong and obviously, stainless, but compared to mild steel it is a tough job to rivet. With lots of tapping you'll get there though, and the finished job will last a lifetime. When they dig this spade up in 1,000 years' time, all they will find is the rivet.
