Can you set cfm to zero for the multi-speed module so it completely turns the fan off after 20 minutes? basically just using it as a simple timer?

No, the cfm flow setting only changes the fan speed. If you want it to shout off after a period of time then use a timer at the switch instead of a toggle. or you can buy the panasonic motion detector which will turn on the fan at motion and then it will time out ( another module to purchase). It is simplest to just jinstall an adjustable timer, - there are many to chose from .

Do you have to have multi speed to use the condensation sensor?

No, the condensation sensor is a different component. I personally installed motion and the condensation sensor. It is triggered and will run for a specified period of time or until the humidity level has dropped below threshold. One cautionary note, the condensation sensor does need to be periodically cleaned along with the fan, otherwise it will run much longer than needed.

can i use this module to force the fan to turn on without delay? I'm a little perturbed by the time it takes for fan to start after switching on.

No, adding this module will not cause the fan to start more immediately after the wall switch is turned on. The way the fan is designed is that the fan takes a few seconds to get started up and then build up to whatever operating speed you have selected.

Does zero cfm turn it off? This and a motion sensor came on my fan. The fan is always very noisy and setting cfm to zero still keeps the fan running.

Have not adjusted this and don't know why you would want to turn it to zero which suggests the fan would be in effect turned off all the time. You might want to contact the mfgr to see if this unit is working properly. Mine turns on and off properly and is far from noisy. I also left it on a wall switch so that I can turn it off any time. For example, if I walk into the bathroom and the motion sensor kicks the fan on but I am not using any appliance and just walking out. I just flip the switch and it is off.
