I wear a 9.5 also. I ordered a 9.5. It has room in the toe which I like. You don’t want your toe hitting the steel. I suggest keeping your normal size.

I wear a 10 footwear, Work boots fits as a 10 comfortably. You can choose Work boots according to the size chart provided by the seller and according to the foot length and foot width. The size of steel toe boots is the same as that of daily shoes
