I am making dog walking vests for our humane society. Would this mesh work for large pockets in the front?

I believe so. I bought this to replace a mesh panel on a playpen that the kids cut a hole in. It was easy to sew, doesn't stretch much and strong. It also does not fray or come apart when cut.

Can I use this to make a hat?

Hmm... I'm not really sure. It's a little stiff. I used to put on the top of my pop-up camper curtains to let air into the sleeping areas. Just letting you know what I used it for. This may not be helpful, but that's all I know to tell you.

What kind of polyester is this mesh made of?

It is not very stretchy. But then it is not very rigid. Compared to cotton is is pretty rigid. It is much tougher than cotton. Probably be good as a minnow net. Or a bag for athletic equipment. It is not abrasive at all.
