Is this similar to the apsara glass pencils?

Read the reviews carefully... It's all explained well. They r SOFT leaded... DO NOT try to sharpen in a grinder/ sharpener. Use a craft knife!!!! It does smear for a reason .. it's supposed to!!!! It's water soluble because it's supposed to wash off after u are done. It's NOT a typical color pencil... NOT a watercolor pencil...it will NOT last. *** It's for laying out a TEMPORARY pattern on glass... Then painting over it with oil base or acrylic paint... Then u wash off any exposed pencil marks...its NOT an art medium pencil!!! IT IS fabulous, but only when used correctly!!!! The low ratings it's getting is because people do not understand what this pencil is for!!!

I see a lot of oil pastel tutorials using something like this but im not sure. So would this work to draw on top of oil pastels?

I can't be 100% sure but I would assume they would work for that purpose. These pencils lay down on pretty much any surface and I've used them to add accents on top of really heavy color pencil work; they worked great for that.
