How many samples are in there? Some reviews say 8, some reviews as many as 15. !?

I did not count but would say a few more than 8. I ordered 2 times and received different scents each time. There seems to be a million.

Are these the same size as the regular packets?

Never saw a regular packet. These are a little shorter than a ketchup packet. Lol they work great I love them.
