Is this product discontinued?

No, it’s still a sold and supported product. It’s even still directly on Noctua’s website with information and “buy now” links.

Could you connect a D5 or DDC pump pwm cable to this if you wanted? Are each connection a separate channel or will all fans run the same speed?

Regarding the D5 or DDC Pump, I would not recommend that for reasons that will be apparent in answering the next part of your question. The channels are not separate. This is a shared PWM “bus” of sorts. Power and PWM send signal are distributed to all of the ports, but a single port is used for sending feedback i.e. RPM of the fan. This really only works well when you have multiples of the same device or device type that you want to drive with a single PWM signal.

why is it always out of stock?

I was able to get one recently. It’s probably because they have the fan controller dial you can add on. As well as the sata power connector so it’s not dependent on having a motherboard fan port.
