Mackrel is a smaller tuna essentially and better because mercury does not accumulate in smaller fish to the degree that it does in large fish higher in the food chain.

Add to a pot of 4.5 c of water over medium heat. gradually raise the water to a simmer. Immediately discard the kelp and dump a bag of bonito flakes in. Remove from heat, cover and let stand 15 minutes. Strain through cheese cloth and you have dashi which is a staple of Japanese cuisine.
