Will this harness work for a 6' 3" man? Whats the maximum height and weight a person can be to wear this harness?

Yes I’m sure it would fit a person of 6”3, I'm used it, it can be adjustable, feel fit and comfortable

Will fit small 5' 3" 120 lbs. person?

Height is within specification, but weight is 10 lbs. below minimum for this safety harness. Strap adjustments may not go small enough for proper fit. There is a risk of enjury or falling out of the harness in the event of a fall. I looked up OSHA regulations and they confirm this. Best of luck in finding a proper size harness and stay safe.

Does the leg strap have a pass through buckle?

4 buckles…chest, stomach, & 1 for each leg. You won’t be going anywhere if use correctly

Is it adjustable? how's the quality?

It’s fully adjustable. All our guys are different sizes but the adjustments seem like they’d still fit, and quality is good, very strong and feel comfortable.
