Would this work for a camcorder to monitor/PC live transfer?

Unlikely. It uses Displaylink technology which turns the USB data of the source in to a video signal which would require your Camcorder to be compatible with such technology which I'm pretty sure it won't be. It's for getting additional monitor displays from PCs/Macs/etc.

Will the slim adapter work as a third monitor output for my PC?

It will. Do as the instructions say, load the latest drivers before you connect the device. I used it to add a third monitor to a laptop, but I've seen people with six monitors using these devices. It worked very well, I had three monitors, all running higher than HD (*1200 res) and still 65 fps in games) - all off a fairly low powered laptop.
