Are these mugs made in England?

Yes, I believe you are correct. I looked up the manufacturer and this is what I found out. Churchill China can trace its history back to 1795 in the heart of the world famous Potteries, Stoke-on-Trent. On the Amazon page, for these mugs, it talks about the quality of the pottery. It states "Churchill products are all subject to rigorous testing in both our independent and at our UKAS accredited laboratory. Our laboratory tests our products for durability, strength and endurance and is located on site at our factory in Stoke-on-Trent." I do not have the mugs to look at the bottom because we gave the set as a gift. I hope this information helps you.

Are these cups actually china tea cups or ceramic?

These cups, and I am almost certain all Churchill cups are china. I have about 12 Churchill mugs and they are all beautiful. They make my coffee taste better. ;-) Also, I would not call them a "tea cup" - they are large mugs - they hold 16oz.
