Q: are these suitable for backseat pillows?

It might work but, I don’t know if it would look nice. I think it would depend on how big you back cushions are. The back would be open and there is an elastic that you stretch across the back to make the slip cover stay on.

Q: Can you scotchguard these?

I don't see why not. I wouldn't saturate them, but spraying should be fine. Also, I've washed and dried in the dryer (on low) now, and they came out fine and did not shrink.

Q: Will these also fit my smaller dining chair cushions that are about 16x16x3?

I think they might be too big for your chair. My couch cushions are 26x28 and 6 inches deep and the covers fit perfectly.
