Can you apply over newly emultion painted wall or would you have to get the emultion off somehow

We painted straight over white emulsion walls in our brick shed and it worked a treat

Is this a white paint, or do I have to use another white paint to paint over it once I apply this?

It is a white membrane for damp proofing within a sandwich of materials not normally used as an exposed finished surface as it not a "wearing" surface.

Can this be used on a small damp patch on a kitchen floor with cupboards already in place? Would like to lay laminate on top afterwards.

You would need to apply it directly to the concrete floor and ideally would remove the cupboards first so you can properly paint the whole patch. Then after that it would be fine to out laminate on to
