Is this tapioca hydrated and ready to fry for crepes, or does it need to be hydrated first?

It is supplied as dried pearls so I would assume it needs to be hydrated first. I've only used this for making tapioca pudding with milk - very traditional, but excellent!!

Is this quick cook? How long does it take to boil?

I make tapioca pudding. I put one of tapioca to ten of milk and a knob of butter in s casserole dish. Cook in a low to medium oven for an hour and half.

Is this the 'traditional' pudding tapioca that schools used decades ago to make tapioca pudding?

Yes this is definitely good old fashioned Tapioca. It is delicious if you make it with a quarter pint of cream and the rest milk. Do not use more than just over a heaped tablespoon to a pint of liquid unless you want a really thick stodgy pudding. If you do put too much you can thin it back down with more milk.
