The panel itself- yes and the primary outlet is bonded to the backside of the panel and the cable when attached to the outlet is sealed with a squishy rubber grommet - the kind of thing you get on outdoor light and sockets. As it’s on the reverse and shielded anything but a howling gale is going nowhere near it. The other end of the cable will be exposed but that’s going to be connected to your device/power bank and under shelter. So… yes it’ll survive rain but no it’s not submersible
