Do I use all of the mixed 4 pints in a week and on top of normal watering or does this replace it? Thx

I use it as a replacement to the normal watering, as citrus plants do not not like 'soggy' roots.

Apply weekly wouldn’t that burn your citrus plant?

I apply the citrus NPK minerals bi-weekly. Using the prescribed dose doesn't burn the citrus plant because it is diluted. The one you have is for the summer. There is another one with different NPK proportion for winter. I will start using this summer citrus supplement from end of March

How old should lemon plant be before feeding this?

Depends on age and size of the plant . They are incredibly difficult to grow in are weather . Unless you have a greenhouse you may struggle . A small plant feed a teaspoon if larger follow the label . I do prefer seaweed feed as an all-round Ballance , I've tried all sorts on mine and can't get it to fruit after 7 years and I'm a qualified gardener .

How often do you feed the plants and how much would you use for a 90cm potted lemon tree

Wait until the compost has well dried out (in my sunny conservatory, it takes about 7-10 days) and then water with added Vitax until you see excess water gathering in bottom saucer. I use a large (10 litre) watering can, but I have a lot of lemon trees so the Vitax solution is never wasted. If you have just the one 90cm plant, you can safely use the remainder of the water on a variety of ericaceous ground plants (the ones that generally love SOFT water) such as the ones listed in my previous post, palms orchids amaryllis etc ... Certainly NOT tomato plants though, use cheaper Tomorite!
