Are the dimensions stated measured at the widest and longest points?

Mine measures 24cm wide 42cm long and 57cm tall. All measurements are taken at the greatest point.

Does it have a removable liner so I could use it for recycling without having to use a bag?

Hi, unfortunately not, pretty much what you see is what you get without and extras. You do have to use a bin liner but you do not have to buy the Simple Human bin liners as they are pricey. I use Wilkos own 50L Greensack which is made out of recycles plastic and is anti tear, I just role the edges under the lip of the bin and it's fine. So you could still used a bin liner and just reuse it every time you empty the bin if you are recycling fairly light weight items. Otherwise I feel a bin that suits your needs might be more suitable, as recycle bin are usually more sturdy than this bin which is only made from light weight plastic. I hope that helps.
