Almost perfect.
There are two support bars that go across the bottom frame but they need to be fixable because they’re not of much use to me as they are. They’re fine for weight bearing but I don’t need that, I would prefer them to be suitable for supporting something lighter, like a tray or a tub.

More hit than miss, but beware quality control
This is a hard one to give a start rating to. On the one hand it's extremely cheap and yet for the most part very well made. On the other hand, there are a couple of weird bits about the design and in my case the quality control seemed off an the upper tilting level couldn't be attached.Firstly, this is surprisingly solid and well constructed. When assembled it doesn't have the flimsiness that some budget end rack cages can have. There are a couple of weird bits which just sort of sit on the frame and are loose. The bottom two rungs in the middle are literally just balanced. The top to on the frame could be screwed on using some of cage nuts and bolts but it wasn't immediately clear to me what either the top or bottom pair of rungs actually achieved. The bigger problem for me was the wheel bolts for holding the tilt frame in place weren't long enough to bite into the nuts when attached, leaving the frame flapping. In my case this isn't an issue because I was going to cut the top layer off and modify it anyway, but it's worth noting that the quality control is probably a bit suspect. The instructions are predictably useless, with black on black detail in the pictures and words state the obvious while not answering some of the questions. All in all, it's worthwhile if you're happy to deal with the shortcomings and it's hard to see how you could get anything better for anything like this price, but if you're after a "just works" rack and have a higher budget this might frustrate you.

Good value - perfect for rack mount equipment.
5 stars: This is good value and was assembled easily. I am really pleased with it. 4 stars on the sturdiness: It’s design is not super robust, i.e., where bolts tighten the metal can be deformed - but not to it’s detriment or use, especially at the price point. I had to straighten a bent end of the rack as the box seemed to have been roughly treated in the postal journey, but again no real issue. Note: the wheel locks dig into carpet which makes it harder to use on such surfaces.

Lots of potential
First of all. it took me some time to read the instructions with vague looking illustrations and then looked at a Youtube video to demonstrate a similar item for assembly.Build time i'd guess took me 3 hours and I gave this 4 stars because only one part... Knob A was of the wrong size and thinner diameter meaning that I need to find a correct length and thread diameter to insert and secure pole A from the top mounting frame. The two bottom frame parts, called Pole F are a bit too big and loose, so it would have been better if they were sized to fit onto the bottom frame without gaps. That aside the rack is sturdy and very well made and until I secure and fix the defective part I can concentrate on where I can place my equipment.

No out of allingment parts, that need jiggling about to get them to fit. I really highly recomend the ReaseJoy 19" 12U without any hesitation. Great value for money, Easily worth 10 stars.
