Does anyone have a problem with this not turning all the way?

I purchased this item some time ago and it’s in a guest bathroom so it doesn’t get a lot of use, but I have not had a problem with it turning all the way.

The brushed nickel looks like it has a yellow or gold tint in pictures. Is it a brushed silver or gold tone?
