how smooth is surface for gliding play and rebounds?

Yes indeed the surface of the caroom is smooth and the board is sturdy and good adults and children can play . You will get surface powder to even make it more smoother but o recommend applying the powder to maintain that glide till the end of the game

Is the base solid or slats?

the playing surface, made from plywood, is supported beneath by a gridwork of slats, and of course, the surrounding 1 inch by 1.5 inch frame. We rest the carrom board on a metal frame (an old packing case), and the surface is true.

Isn't 4mm width of plywood too thin? The one we used to get in India are 10mm (minimum).

Not noticed any problems the board still functions the same as when I purchased it a few years ago.
