Does this come with an applicator or not? No mention in the text. The photo of the packet front says it does but the photo of the rear says not.

As it says on the box, it does come with an applicator. I ordered this for my husband following nail surgery for an ingrowing nail on large toe. The NHS clinic only gave him a small supply of dressing and he was told to buy some for himself. It did the job very well and he was very happy with this item

Why does the product description refer to insect repellent cream and not the finger/toe bandage?

All I can say is, it’s the wrong description for the product. Carnation finger and toe bandage is definitely for use on fingers and toes.

Is this suitable for little toe? Thanks

Yes. It's a narrow, but stretchy, tube that can fit any toe from little to big. (I used it to hold a dressing in place.)
