After reading the packaging it doesn't seem to have any alcohol content.

I just looked this up as I use them all the time. The liquid ingredients include methyl-2-propoxyethoxy) 2 propanol which is an a organic compound and has antibacterial and anti fungal properties so yes they are indeed antibacterial. They are missing a trick by not printing this in bold on their packaging in these difficult times when everyone wants to sanitise their homes. I use them several times a day to wipe down light switches, door handles, phone and iPad screens and tv remotes.
