Why are buyers of this bag, also purchasing silica packs? What am I missing? Thanks

As noted in previous responses, safes can trap moisture. The silica packs are one way to keep documents dry. However, these packs do have a limited shelf life. I don’t think they are the best solution. I use a $15 rechargeable EVA Dry dehumidifier in my safe. It has silica beads inside that change color when wet. Waterproof to a certain degree. Will it keep documents dry at the bottom of a pool? Probably not, but it's meant to withstand a fire and the extinguishing of the fire. Is this okay to bend? For a long period of time? I would like to put this inside a half page sized fire resistant pouch. I don't own a safe.

Yes it can bend length wise. Seems like a well made pouch.
